The first juvenile court in Chicago, for example, was guided by the efforts of Lucy Flower and the members of the Chicago Women’s Club, who helped create funds for the operation of the court and the payment of its officers, such as probation officers. This was accomplished by an oversight committee called the Juvenile Court Committee (Tanenhaus 2002:50). S. Children’s Bureau was established as an oversight organization to collect data and investigate charges of abuse and mismanagement among the nation’s juvenile courts and institutions (Grossberg 2002:27–29), even though the federal government had little to do with the prosecution and handling of youthful offenders.

This new system classifies crimes into two categories: group A, which includes twenty-two offense categories and forty-six particular crimes, and group B, which includes ten offense categories (in 2010, the FBI stopped collecting data on “runaways”—a class B offense).
